Overview:
There are many great benefits to having an International Representative Government (IRG) that is focused solely on protecting the lives of ALL PEOPLE. Primary among these, is that all countries can now commit to a shared purpose and direction.
Imagine a 'declaration for world peace' signed at the "United Nations" by the world's leaders, committing humanity to a new era of global cooperation, unity and peace.
Now ask yourself, is this really so difficult? If someone asked YOU to commit to a world of global peace and unity, with all countries working together for the 'good of everyone', would you do it?
The majority of people reply 'YES'. So why hasn't it happened?
Before you can have peace in the world, you must first make a 'commitment' to it. This is essential. As amazing as it may seem, 'humanity' has yet to do this. Its world leaders have yet to come together at the United Nations (UN) and 'officially' commit their hearts and minds to an 'Action Plan' of world peace and cooperation. They come together to discuss war (Iraq being the most recent), but have yet to unite behind a 'serious and total commitment' to peace and unity.

2. Why is it necessary? The world is currently based on an economic system of 'competition' and has been for the last few thousand years. It is a winner/loser practice which encourages an 'everyone for themselves' attitude in the world. This system is not intelligent and has led to wars and many of the problems that exist in the world today. It needs to be urgently updated to a new system of 'cooperation'.
The United Nations is the logical candidate to oversee the implementation of this world peace initiative, however if necessary, a new and 'completely independent' authority can be created. Currently the UN acts as probably the most independent representative of countries around the world, however it is not a truly 'representative' or fully 'independent' organisation. It has 5 controlling members - the US, Russia, China, France and UK. Historically speaking, far too often these countries have used the guise of the UN's apparent independence to advance their own interests. So by no means is the UN the perfect choice as its written constitution stands today. The 'International Representative Government' (IRG) would be given authority over all countries to solely 'protect' the lives of ALL PEOPLE and safeguard the planet's vulnerable environment. This will be a global focus with no individual country having any controlling interest or influence. This initiative has become essential as various countries and their leaders are not acting in the best interests of humanity. They are only acting in their own interests. 4. What authority will the 'International Representative Government' have? It will have authority over all countries on matters that are of global significance to the welfare, protection and future of humanity. On any international issue, for example the environment, human rights, human and animal cloning, genetic engineering, economic trade practices, etc... it will initiate fair and necessary directives to be carried out by the various countries. Countries will still maintain control over their own domestic affairs but would be required to carry out the protective measures of this International Government. 5. Who will serve on the 'International Representative Government' ? Who do you think should be on it? Protection for the people No government, council or group of people should ever be above the law or the will of the people. It is therefore proposed that this council, which would represent some of the wisest people within humanity, should still be accountable to the will of the people. To ensure that this is the case, it will be possible for the people if they so choose, to replace the entire ruling council be means of a global referendum. The 'wisdom' of decisions that are made by any government or leadership council should always be clearly recognisable as being 'intelligent'. If not, they should always be challenged by the people as lacking in vision and wisdom. Recent examples of such decisions that clearly lack wisdom and have been challenged by many people include the war in Iraq, human cloning, the genetic engineering of food, the growing environmental destruction, etc. In such cases it has become clear to many people, that various governments and corporate interests have ulterior motives behind many of these decisions, which usually involve greed or a similar self-centred motive. So to protect the will of the people, such a ruling council should be able to offer clear explanations and wisdom for the decisions that they make. In other words, every decision that the council makes, should have the 'clear support of the people'. If for some reason this is not the case, the people will still have the power and authority to replace the entire council.
